The Committee were informed that in the view of the Chiefs of Staff

it was unlikely that the Federal Navy could enforce an effective blockade.

THE PRIME MINISTER, summing up the discussion, said that in view of

the recent developments to which the Commonwealth Secretary had drawn

attention further consideration of the issues should be deferred.

OPD(67) 32.
